I'd have to disagree. Their standard pay *edit-for housekeeping* is their hourly wage. Tips are for anything above and beyond, i.e.--my waitress doesn't refill my water or even stop by my table to offer me a box, she will get a zero tip, just her hourly wage. I won't feel bad about it because it's not their standard. They weren't hired with a promise of tips.Giving a large tip is for something above and beyond. Giving a regular tip is part of the standard cost of service at restaurants and hotels. It's a standard part of their pay.
