I wondered about this when we were in WDW last month.
I'd get a Fast Pass, and then breeze by dozens and dozens of people in the standby line, some of whom were waiting in the heat for 45 minutes or more, to ride, say Big Thunder, or Splash, or Rock 'n Roller Coaster.
And all I could ask myself is: why????
Why on earth didn't they get a Fast Pass??? There were plenty available, and often the FP return time was just 40 or 45 minutes later. It's not like they'd have a TON of time to kill.
Anybody out there have a clue??

. Makes it easier for the rest of us.

(Just teasing, of course!)
Waiting for our FP time (which was anywhere between 60-90 minutes except Soarin which was 2 hrs and by the time we rode, the FP's were being dispursed for 6 hrs later) we would see nearby attractions or rides, do some "browsing" or get a drink/snack. Time was never wasted and we did everything!
