What are TS and CS ? Also can DDP be used at resort food courts and restaurants ?
Can they be used for example at the restaurants at Contemp. Resort,Grand Floridian etc.?

Yes the DDP can be used at resort food courts and restaraunts.

DDP can be used at nearly all Disney Restaurants, and particularly at the food courts at the resorts. There is an extensive list on the disney.com site, that lists all locations, and the # of credits.
