We have found that when there has been a major issue such as yours (whether at WDW or elsewhere) it helps to ask for a manager asap and simply explain the situation. More often than not, they will be sympathetic/eager to restore your faith and they have various means at your disposal to do so. (Waitstaff will rarely alert a manager themselves if the delay/oversight was their own fault.)
Lisa, this is also my advice. NEVER complain to the server. Politely ask them to fetch the manager and explain what happened in depth. Know that you not only stand a chance to get some form of compensation and sincere apology, but you also pave the road for future diners like myself to not have the same expereience. So sorry this happened to you sweetie
