offsite ppl - how do you make ARs at 180 days? how do they know?

For offsite ppl how does WDW know that its actually the 180th day?
 
It's 180 days from the day you want to make a reservation for dining - it doesn't matter when you arrive. The only time it matters is if you are doing the onsite 180 + 10.

I will be staying on site next year (first time in many, many years). Do onsite guests still call 180 days in advance as well?
 
Its 180 days from the day you are requesting the reservation for. They can calculate this pretty easily - I'm guessing its automatically in their system. When your vacation starts or when you check in at your hotel doesn't matter.
 

if you're staying on site, you can call 180 days from your check-in and make ADRs for every day of your vacation, up to 10 days (this is 180 + 10) (you will need a reservation # to confirm this)

for off site guests, it's 180 days from the ADR itself.
