Official rules for kids in costume seem to differ

On the WDW website it states that children over the age of 14 are not allowed to wear a mask.

But in front of the MK (after you get off the monorail) there is a sign that reads: No guest over the age of 14 may wear a COSTUME or mask.

Doesn't anyone know why the discrepancy? Or what the real rule is? Or why the rule about 14+ are not allowed to wear a costume?
 
Both are true. Over 14 on a regular park day you cannot wear a mask or a costume.
 
No one over 14 is allowed to wear masks for any reason. Generally, those over 14 cannot wear costumes, either.

For special events that allow costumes, people over 14 can wear a costume, but no mask.
 

The rule about the 14+ not wearing costumes is because people doing serious cosplay get mistaken for CMs. Putting a blanket ban prevents a need for judgement or arguments.

No costumes. Even if they aren't good costumes.

(And many small children don't see a difference, even with bad costumes.)

Last week I saw a youg woman wearing a skirt and blouse that were perfectly in Cinderella colors. It was dangerously close to a cosplay but just short... very clever.
 
My daughter has some great cosplay costumes/outfits: Snow White, Merida, Tinkerbelle, Wendy, Cinderella, Ariel. They are basically shirts/short skirts or short dresses in the character's colors, worn with something in the hair that goes with the character, like a dinglehopper for Ariel. Everyone knows what character she's emulating, but she does not look like she's trying to be a character. All the CMs (and I mean all, it gets a bit tiring sometimes ;) ) notice, say something nice, and she gets a big kick out of it. When she dressed as GoGo from Big Hero Six, Baymax tried to follow her out.

That's something an older kid could try if over the allowed age for a real 'costume'. Just make it sort of plain, with a short skirt that can't be confused with a costume.
 
I once accidentally cosplayed by wearing a seagreen sundress with a sparkly pink sequined headband. I kept getting called "the mermaid" by castmembers all day! It was really fun. :)
