Looks to me like they are doing the underground work first. Electrical / plumbing etc. T hat explains the power outages too, as they need new junctions to power the grid for the area.
I am very familiar with construction, and my guess it you will not see heavy machinery until winter. Plus in FL , construction is best done during the winter months.
I would say major foundation placements would probably take place Jan-march. I am only speculating, but that looks like the course.
The worst part of the whole process will be the leveling and grading for the foundation work. After that, it will go fairly quickly. .
