No, sorry. Disney Dining Plan is tied into your onsite hotel stay. You have to book an onsite package with tickets to be eligible, or be staying DVC on points or onsite using an AP package.
Sorry - no can do. The Disney Dining Plans are available only to guests of Disney-operated resorts (there are three onsite resorts that do not offer dining plans because they are not operated by Disney - Shades of Green, the Swan, and the Dolphin)
Unless you intend to eat at an expensive restaurant every single day, the dining plan really doesn't save money (it just seems that it does compared to the high prices the restaurants charge). Choose one of the expensive ones every other day, enjoy, and eat more carefully the other days.
