I believe that it originally was a restaurant but now is used mostly for special events. The bathrooms make a good place to stop and there is supposed to be a good view of Illuminations right outside the building. But in general, there is nothing for the public to do or see in there.

Correct. Like for World Cup they showed the games on TVs in there. When they switched over everyone's APs to the new cards, you went there to get it done. Pretty much, another empty building that they struggle to find things to do in there.

You are correct. It use to be a restaurant. I believe a quick service location to be more exact. Then it was closed off and now is used for special events. They use it a lot for wedding receptions and corporate dessert parties. It currently houses two sets of bathrooms, first aid, and baby care. There is a decent view of Illuminations but you do miss the water level pyro and fountains.

The backside of Odyseey Center is also the Epcot cast cafeteria area and offices for a few departments.
