I probably would have just stood there and not said anything. When she asked what I wanted I would reply "I'll tell you when you're off the phone." and continue to stand there not saying anything.
I would call the manager. You can tell if a phone call is an emergency, in which case she should not be waiting on a customer while talking on the phone. That is understandable to take an emergency phone call while at work, but talking on the phone for the sake of talking is ridiculous.
