We are planning on booking a cruise for Sept 2017 and would like to know what would be the best way to go about it? Wether booking on release date or booking while on board? We are on the fantasy this Sept. Thanks!

Book on opening day. Then re-shop the cruise once onboard. The OBB perks are figured on the price of the cruise on that day. If the price hasn't risen enough to negate the savings, it may be worthwhile to cancel and re-book onboard. Or just stay with the opening day prices.
 
I agree with Princess Shmoo.

We currently have two placeholder OBBs so I am even more excited about booking on opening day because I'll get the benefit of both
