i have an OBB from a trip in Aug. If I book something on opening day and have to change it (our school vacations for April 2018 aren't avail yet so I'm guessing) can I retain the OBB benefits or do I lose them?

As long as the final cruise you take starts before the benefits run out (24 months from the day you actually booked onboard), you get the benefits.

However, if it's a black out date, there will be some limitations.

Yes, there are several sailings in March, April, and even May 2018 that are block out dates.

Question: we booked OBB on our cruise that departed Feb 13, 2016. I think we paid for the OBB on or about Feb 20. It was my understanding that our travel needed to be completed by 24 months from the date we paid for the OBB. Your post above seems to indicate that it needs to START by then. Help?

Time was the future cruise had to be completed by the end of the travel by window. But that changed about year or two ago. Now the cruise must start by the last day within the travel by window. (In spite of the fliers that DCL is still sending out that say "completed by")

Stupid question: we were in concierge at the time and would plan on booking concierge again. Does that change anything?

The onboard booking perks are for categories 4-11 only. Not Concierge. At least that's what the OBB flier I got onboard says (way down in the fine print):

I have only travelled concierge once, and that was not using an OBB, but my understanding is that concierge room booked with OBB still get the $100/$200 stateroom credit, but no discount or reduced deposit. Not sure about this. Maybe somebody that actually travels concierge can confirm or deny this.
 
When I used an OBB to book a concierge room I did not get the 10% off the fare but I did receive the stateroom credit.
