We will easily be able to infer the answer to all these questions in a couple years.Do you have a crystal ball the rest of do not have access to? You can’t say if the smoking ban along with the ice and strollers will have any effect or not. Disney isn’t going to tell you if it does.
We don’t know if paying to park had any effect on the number of returning guests and we won’t know with this.
If the policies are relaxed in the future we know there was an unanticipated negative impact or the policies will remain in which case we know the impact was exactly as predicted. Granted that does not tell you specifically if attendance drops but it does tell you if the change if any was as anticipated.
There are other industry examples:
Carnival launched the Carnival Paradise as a smoke free ship in November of 1998 and dropped the smoke free policy in December 2003.
Las Vegas has embraced both resort fees and parking fees. It appears that the policies are starting to change as some hotels are dropping one or the other. The hotels will never say exactly why, but an unexpected decline in revenue can be inferred.
