No AP next trip, can I still buy Dining pkg?

We will be doing a split stay next trip, 3 nights POR and 6 nights WL.
1. Can I buy dining pkg without purchasing AP or park tickets ((we gave 9 day tickets from last trip)
2. If Stay Play dine comes out, how many days would we have to purchase to get package?
3. We will be going the end of January, would SPD be cheaper than Disney Visa Card room only discounts?

Yes you can book a ticketless dining package. You have to call Disney to book it. I think it's available to the general public and not just travel agent. Someone else can confirm that piece.

Most packages require a minimum 2 day ticket to quilfy for dining promotions.
