I've seen some good and some mediocre reviews on Nine Dragons. Honestly, I believe the problem is more that it is a little plain compared to what many people may want. Based on some things I've seen on various posts many feel they can get decent Chinese food anywhere, but if they're going to Disney they'd rather do something a little more exotic such as Teppan Edo. Truthfully, that's one reason we didn't book it.
It is the most disgusting place in WDW...we ate there in June and the smell of the food was awful and I barely ate any of it and DH picked more than I did and he was sick all night long.

We vowed to never go because we can get good Chinese food where we are (NYC), but we couldn't get an ADR anywhere for one evening during our trip, and the only thing open was Nine Dragons. Boy, were we grateful!
I think they are ok in terms of food, decor and ambience. There is not a lot of Disney wow-factor, but they fed us when we were hungry, so I have very fond memories!!
We went to Nine Dragons our last trip and it was great. I was nervous with the bas reviews, but it turned out to be wonderful. I will say though, I prefer Teppan Edo over it. The entertainment value of it and then the food is wonderful. So maybe call to see if you can get it, but definitely keep trying.

I eat there probably a dozen times a year, and it's never made me sick, and the food has always been very tasty. Sorry your experience was so bad for you!
I think Nine Dragons suffers from the fact that most people are used to their local Chinese takeout - big servings, small prices. So people look at the menu and find out the cuisine is a little different, the servings a little smaller, and the prices much higher and they think "I'll just get Chinese when I get home".
Also, Nine Dragons is huge inside - it holds a lot of people (unlike, say, Le Cellier which has a teeny tiny dining room). So there is just more space to begin with.
