It’s a rule in place. Enforcement is always difficult. We don’t tend to allow discussion of circumventing rules here on the Dis no matter the context. Probably best to end this discussion.
Didn't mean to start a divisive discussion .. nor was I implying you SHOULD circumvent the rules. I was just generally curious how they were enforcing it at the scale of an entire state of millions of people who can freely leave the state at any time.
Just seems an odd order if you can't really enforce it, but I am sure the simple existence of it makes a lot of people voluntarily do it (or avoid travel) .. which is probably it's point more than trying to actually make sure 100% of all travelers quarantine.

That is so sad like I just cannot imagine that :( :( I wonder if he was tied off? My husband's company recently had a worker who fell and unfortunately passed away (and it was something like a 50ft drop nowhere near as high as this incident) but he wasn't tied like he was required to do (anytime you're 6ft or more off the ground my husband's company requires you to be tied off and failure to do so is grounds for immediate dismissal no ifs ands or buts).
 
That's literally in front of Coronado. How did they get there in those numbers without Disney calling Orange County first? There's nowhere to park around there and deep within Disney property. I'm assuming the trespass papers were still warm when handed out
The roads are public right of way. You can't be trespassed from public right of way, even if it's surrounded by Disney owned property.

It always amazes how many employees resist fall protection. Yeah, it's slightly annoying, but you getting paid for that time.

Our company is really strict about it, but my wife used to go a vendor that didn't even have it available, yet she'd still climb on top of planes and say "well they don't require protection." I finally got through to her to stop doing it; just because you can get away with something doesn't mean you should.

StarFlyer is a 450 ft tower, they don’t climb this without protection. On this attraction, they move around with two large carabiners attached to them. It seems that on one of the inside to outside transitions, Jake’s carabiner was not secured properly which lead to the accident. I know at these transition points sometimes both carabiners will be loose.

Thanks for the added information. I should note that at least for my husband's company you do have to be tied off properly. I know the different types of systems vary based on what it is. For instance climbing on an air cooled condenser tower may have a different system than climbing on a wind turbine (both of which my husband's company has dealt with). I sure hope a 450 ft tower (which I believe he fell 200ft *shudder*) had a multi-point tie-off system such that what hinges on you staying secure isn't just a carabiner...

Obviously though at the end of the day this young man's life was taken which is just so very sad :( :(

I know we're supposed to not get into this - but to another point a lot of the businesses are also requiring their employees to follow the quarantine rules. So I would not only have to lie to the state but lie to my company about not traveling out of state. A lie that could get me fined and/or fired. Not going to risk that - perhaps other would.
