Newly 18 and expired drivers permit

Honestly if I was the OP I would just use one of the "Contact Us" features on TSA's website to know for sure. That way if the expired permit is okay it's okay, if it's not then it's not. Although I do agree with others the easiest thing would be to get a non-expired ID. There are many other situations someone may be in where their expired permit may not be accepted for age or photo verification.
I would agree with this but also include a scan of the permit in question. It appears from a quick google search that TX does issue hard card permits that would meet the TSA requirements. I know in MN, the hard card was an option but you had to specifically ask for it, otherwise you were just given the paper receipt. TSA would not accept that.

True, we can take for granted what is available in our own states. Here your learner's permit is identical to a normal driver's license with exception to the orientation is different for those under 21. That's been the case for more than 20 years. I know it's been longer just using that I got a permit 21 years ago and that's just how the process was.

Temporary IDs in my state are paper ones given until your ID is mailed to you but this is the same for all IDs issued through the DMV, it's got your picture on it, looks the same as what your ID will but it is printed on paper and for temporary purposes. Those temporary IDs aren't accepted regardless for TSA. Incidentally there was a time when I was at a liquor store and they would not accept the temporary paper ID but would accept my now invalid (the corner clipped off) ID for the purposes of age verification.
