It depends on the shelter.
The one I volunteer at lets us chose which group of animals we want to work with (the groups are: cats, kittens, rabbits, birds, and then about 5 different groups of dogs.) There's usually 4 volunteers per group with the dogs. And 3 with the of the groups of animals.
With the group we have we feed them, give them water, brush their fur, etc. before opening.
Then when the shelter opens we restock on snacks, clean, restock the gift shop (which has dog treats, collars, animals beds, animal food, stuff like that) etc. And some of us answer questions about the animals.
