Is the 31st Dec a normal park ticket day or do you need to buy a special ticket like MVMCP?
 
Normal park ticket only but very very busy!

And it's best to get there really early in the day. We've seen entry being closed to guests - as early as 10am! :scared1:

I think you are guaranteed entry to a park but it may not be the one you want. We went into Epcot a couple of years ago at 9am and stayed until 1am. It was the best time ever and didn't feel as though we had been in that long.
 
We arrived at Epcot about 1pm on NYE 2006 and it took about 30 minutes to get in and the day went really quickly. I booked our ADR at 180 days, on July 4th whilst in Las Vegas, and we got Le Cellier for the time we wanted :cool1:

Xmas 2000 we arrived 30 mins after opening and were told it was closed, the attendant had not seen our Disney parking pass and let us in.
As tashasmum says you are not guaranteed to get in Epcot, but they will get you in a park.
We now get there for opening and stay until early fireworks at 7:30.
Always at England for 7pm(midnight at home) after fireworks get out and have some food then Downtown Disney for Midnight fireworks. Long day but great.
