Remember that EVERYONE is held to the 11-month booking window. If you want to book a stay for 12/15/05, when you place a phone call at 9am on 1/15/05, there are THOUSANDS of unbooked rooms. You only have access to the rooms at your home resort, but that still numbers in the hundreds. I hope you get my drift.
If you know 11 months ahead of time exactly when you want to visit WDW, then call as close as possible after the 11 month threshold has been crossed, and get it booked. Even if your plans change, you have until 30 days before the stay to call and cancel with zero penalty.
Getting a reservation at a non-home resort is a little more difficult, but by no means impossible. Most people here will tell you "buy where you want to stay", meaning your Home resort should be the one you want to stay at the most. That gives you the full 11 months to book.
But in reality, as long as you don't absolutely detest your Home resort, you should be just fine. Many people will call at 11 months and book their Home resort, then when the 7-month window arrives, they will call and try to change their stay to a different resort. There is absolutely nothing wrong with this practice.
DVC does not penalize you for it, nor do they charge anything extra.
