New rule for transferring!!

I called 9 am sharp. I was told that you can transfer (in or out) once per year.

I called 10:30 am. Another MS said that the new rule effective last month was that you can transfer in OR out many times.

But once you've transferred in, you can only receive more transfers into your account and never transfer out. So the same rule goes for transferring out. Once you've transferred out, you can only transfer out and never can receive a transfer in. All this within your use year.

MS is not aware of expiring this new rule yet. It's on trial run.

Has somebody been told this also?

I haven't ever had a need to transfer - yet.

My bigger question is doesn't DVC have to notify us when they change an existing rule? For example, they let us know they were ending pool hoping to SB and that we can no longer stay at BC on points when BCV opens.

I had heard this. I rented some points over the last month or so. Someone I was in contact with wanted me to do a tranfer to his account. He was looking for a lot of points and according to him had already transferred a couple of times into his account. I found it hard to believe since I had not heard this before. Well we never made a deal and I hadn't heard about it again until now.

Can someone explain the "why" for either rule? Why limit the number of transfers?

Earlier this year I transferred points to a friend's account. We were travelling together but she was short on points needed for the stay (and didn't want to borrow). We've taken several trips on my points and she wants to "repay" me by transferring some of her points to me. I keep reminding her nothing can be done till next year although I really don't want any repayment.

Even with the new rule she couldn't transfer any points to me this year, I could only transfer points to her.

Can someone please explain the logic irregardless of which rule is reality?
