FWIW I was there 2 weeks ago and it lit up purple 2/5 days I went to the parks. I was never told "welcome home" And I know it sounds petty, but I missed it.

FWIW I was there last weekend and it lit up purple and said welcome home each time.

This one didn't work out, so I put in an offer of $165 on a 100 point contract with double points. So, hopefully I'll be posting to the ROFR thread here soon.

Is his My Disney Experience login and DVC login the same email?

Do you see the DVC affiliation under his profile in My Disney Experience (Hamburger Button > Profile > Membership & Passes)?

This is the way.
You must have a personal account for both MDE and DVC membership, with identical emails for both, with the account linked to MDE.
This is what I had to do, and it worked for myself, and then my wife (after I created accounts profiles for her and linked them).
A lot of times, "welcome home!" is just hard (impossible?) to hear, Mickey's voice can easily be drowned out, maybe volume is cruddy on some of the devices?
