I am pretty sure this card has been around awhile because I have seen it before. It was a way for Disney to give a dining option to good neighbor hotels.

I also wish the dining plan was back I miss my deluxe dining plan so much!

This has been around for a while. I remember seeing it offered when booking a good neighbor hotel through the Disney website a couple of years ago.

This is not new, has been around for a few years and has zero bearing on dining plans offered or not offered

These are what they offer to school groups, completely getting rid of the other option to buy meal vouchers. They are basically gift cards that can be used only on food at QS and snack places. Although, the school group ones weren't offered at any kind of discount.
