Supposedly the promotion just started today, unfortunately I don't know whether or not Good Neighbors are included. I called Disney Reservations through the website and the nicest reservationists said this offer is good through September 30th...wow! But she did mention that it's filling up fast so call right away
Since I had an existing reservation I did have to pay a $25 change fee but man was it worth it. Good luck!

Tracer, you brought up a good question about a cancellation fee. And I had a similar thought because Heymy mentioned having to pay $25. So I wanted to clarify - Heymy, did you have an existing
package deal, complete with Hoppers and a DLR hotel room stay, or did you just have an existing room-only reservation (that you changed when you saw the new promo)?
The reason this caught my attention is that as of December last year, if you booked a 'room-only' reservation through Central Reservations (no tickets involved) and had to cancel or change the dates on your reservation, there was NO charge at all unless you made the change within 5 days of your arrival. Only when a
package was booked through the Walt Disney Travel Company and you had to change a plan was there a fee. And the closer it got to arrival date, the fee increased. If you had to cancel, WDTC kept $100 of your money, no matter when the cancellation was. But if you had to change the dates or add an extra night or anything like that, they charged $25. So one of the big benefits of using Central rather than WDTC was the flexibility to change or alter your reservation and not be penalized at all. I had to make about 3 separate date changes to my Dec. 2008 hotel reservation and there was no charge. It was easy to change one reservation booked at an existing rate to a better rate if a better promo/AP rate came along, and there was no fee.
Someone on DIS recently said that Central (room only) Reservations had merged with WDTC this year, so I am wondering if this means that any and all changes to ANY reservations (room only or packages) from here on out will incur a fee??? So if we booked something at the best rate we could find and then later found a better rate later and tried to change it to the lower price, they may charge for that change now. I hope not, but I have a hunch Disney may be doing that now if the Central Res. Dept. merged with the WDTC. They may have changed a few of their policies.
