I have read the books - and obviously they are about magic and spells...but I don't remember anything about spell limits?

Could it be the limits on where they could do spells and magic? I seem to remember that they could only do magic and spells in certain places till they hit a certain point in their schooling. I remember them getting in trouble for making the car fly since it was in the presence of Muggles.

It is perhaps a sign that is at the entrance to hogsmead village? Maybe they don't allow magic in that area??

In the books, students and underage wizards are not allowed to do spells outside of school and there is no magic allowed in the school hallways either. Mr Filch specifically says so but I don't remember which book. They did magic in the village but I don't remember if it was actually allowed or not. Harry, Ron and Hermione did tend to break the rules quite a bit!
