Erionm is a very wise DIS member, and his posts are almost always correct. However, the last time this pass offer was made, my wife and I bought DVC PAP vouchers at the ticket window for our family of five, when just the two of us were down for a conference trip.

So I would differ with his statement from personal experience, and state "everyone must be present, and adults must each have their DVC card, to activate the vouchers, but not everyone must be present to purchase the vouchers." The purchasing family member of course needs their ID when they purchase...

This was my experience as well, though my family was at WDW I was alone at the ticket window. But policy is that everyone be there and if over 18 have a photo id. So personally I would plan for the window person to uphold policy and have everyone there.
