Looks like the Plaza Pavilion is no longer ... replaced by a Noodle Station. It's called Tomorrowland Terrace Noodle Station.

Lots of yummy options!!

Can't wait to try the Shrimp Noodle Bowl.

Just to answer my own question, I called Disney and YES the Noodle Terrace is considered a counter service meal and is now included in the dining plan
