National (at Orlando) once asked me for proof of insurance (sheet showing how many dollars of liability, how many dollars of comprehensive, etc.). Since at the time I did not find any requirement in their policies, I expected them to give me the car even if I did not have the insurance they were looking for.
The agent went so far as to tell me that "In Florida cars must go out with insurance". That was a brainwashing bluff on the agent's part. I didn't say it but was prepared to say, "Fine, but the renter is not obliged to buy it". Instead I just repeated "I'm declining this coverage and this coverage and this coverage."
After the agent gave up asking me questions and made out the paperwork to hand me I added "By the way could you show me the Florida law regarding insurance?" The agent either couldn't or wouldn't.
