Need help with Photoshop Elements

I have PSE 4.0 and was trying to do a collage from a blank creation but have basically just used it in the past for a photo organizer. It does not have a collage feature so I was trying to build one on a blank creation and build layers. How do I put a photo into the actual layer? I open it up in the editor but it wants to make it the background then I tried to add it to a blank background as a layer and it will not let me drag it into the layer. I am sure there is a simple button to click but I dont know.

So then I downloaded the PSE 9.0 trial version because it has a collage feature but it only pulls in 8 pictures and I need a collage of about 20. I am pulling my hair out because this project is due on Monday for my sons school yearbook. I had made a collage on a trial version of Photomix but the quality was not print worthy as they do not allow you to save it as jpeg. So I dont know what to do? Anyone have a fix for what I currently have or should I buy PSE 9 or Photomix? Can someone walk me through creating this on either PSE 4 full version or PSE 9 trial version? Thanks so much.
 
I don't have the most up to date version of PSE, but if it was me, I'd make it simple, on a powerpoint slide by cropping the photos in pse, saving the cropped photos by new names and then inserting them into the slide. When you get done, I believe it can be saved as a jpg and printed 8.5 x 11.
