It's unlikely bus drivers are making 90 degree (or close, or sharper) turns at 40 mph. The bus would roll over. A turn may feel fast, especially for guests not accustomed to public transportation, but turns are made at a safe speed.
Where and what's the return? Easier access to the MK? Stay at an MK-area resort for a couple of days of your trip, or walk through Epcot. But it's not 'just' building an extra line - at, what, $10,000,000 per mile? You also have the issue of where to put the supports, redesigning and increasing the platform outside Epcot, building a platform at YC/BC...
Many seaside (and Catskill) resort hotels were built like that. Lots in Las Vegas, too. Since you know you don't like that design, these are probably the wrong hotels for you.
Best of my knowledge, AKL and BWI are designed the same.
I'm relatively certain those 'rusted' roofs aren't even metal. It's atmosphere. You could, and should, check with a supervisor or maintenance CM next time you're there. As for water view, well, the birdbath is an exaggeration and you know it. There aren't any, at least at BC
