I'm trying to decide whether I should do the MSEP dining package (Tony's I know...) because I plan to watch MSEP on a Saturday (non-party day) in December with a 2 year old... If I do not do the package, how long will the wait be at Frontierland? Will it be crazy?? Where in Frontierland would it be best to wait with minimal times?

Frontierland will be MUCH easier.

However, know that you won't be able to see "Celebrate the Magic" (projected on the front of the Castle) from Frontierland... which starts 15 min. before Wishes.
Many consider CtM to be more original and "Disney-entertaining" than the parade and the fireworks.

Thanks @Robo where exactly would be a good spot and how early to get there?

Disney's (MS) Electrical Parade starts near the Firehouse and exits near Splash Mtn.
So, if you arrive AT the MSEP start-time, then parade will not reach Country Bears until 25 min. later, give or take.

Less crowded than on Main Street, but still spectacular viewing can be found near the Hall of Presidents, or deep into Frontierland, past the Country Bears. (But, from those locations you won't be able to see the spectacular, not-to-be-missed show that is actually projected on the front of the Castle, "Celebrate the Magic," which begins about 15 minutes before the fireworks.)
