When I was there earlier while they were in the most restrictive tier there were places open for patio dining, so that should still be an option. I believe Monterey is even less restricted now, in a tier where limited indoor dining is allowed.

I personally haven’t eaten inside or outside at a restaurant in over a year, but I’ve seen folks eating outdoors at the local places including on cannery row. I assume that some restaurants are now also seating indoors w/ limited capacity, but probably best to check with wherever you’d like to eat.
The Monterey Bay Aquarium is opening to the public soon. I believe members can start going in a couple of weeks, and then it will be open to the general public on May 15.

Yes, after being closed for 14 months the aquarium plans to reopen to the public 5/15, initially for 5 days a week. Online ticket sales only, timed entry w/ reduced capacity, one way travel paths w/ distancing & masks. Some areas closed. https://www.montereybayaquarium.org/visit/welcome-back
