To be a little picky, the Monorail drivers are referred to as Pilots. A Conductor is the person on a train who collects fares from the passengers and is responsible for the safe boarding and unboarding of passengers.
A Monorail Pilot is closest to a Train Engineer.
There ARE all sorts of safety systems in place, but they are overridden as necessary at times. Sometimes they malfunction and prevent the train from operating normally, and sometimes they are necessary to perform certain movements, such as transfers between lines and to the maintenance spur. Unfortunately a number of human errors allowed the safeties to be overridden without the appropriate other safety procedures being used.
Although it is possible that guests will be allowed in front someday, I believe it will be quite some time before that happens, such that the accident is not such a recent memory, and if done right, only with the blessings of the pilots.
