Are these means of transportation only complimentary if you stay on-site? Can you use them if you are staying off-site? Thanks
 
Pretty much as Endeavour said, with one proviso: On extremely rare occasions, transportation between theme parks and hotels may be limited, for short periods of time, to hotel guests. That's happened to use only twice in about two dozen visits, and only happened at park-closing time, and only for a very short period of time, and only because the park was incredibly crowded, and so many people were trying to get back to their hotel at the same time.

You almost surely will not encounter such a restrictions, but it cannot hurt for you to know about the infinitessimal possibility.
 
If you're staying off-site you have to use the Monorail or Ferry to get to the Magic Kingdom from the main parking lot/Ticket center. :cool1:
Like it's been said already, only under extreme condition wound the buses be limited to on-site resort guests ony. :dance3:
I remember New year's eve, Millenium night, 12/31/99 midnight, at Paradise Island/Downtown Disney. What a mess that was after the fireworks and party. We were staying on-site at the Grand Floridian and it took us about 3 hours to finally be allowed to get on a bus back to the Hotel. :laundy:

You are free to use any means of transportation from parks to parks to hotels to Downtown Disney,waterparks,etc..,these include buses,boats and monorails.
 
I thought the use of Disney transportation was linked to the use of a park ticket, not where you are staying.

Question for Bicker: If a person is staying off-site, why would they be in line for a bus to a Disney hotel? Isn't the OP's question about off-site guests using Disney transportation? I am confused!

Any number of reasons. Perhaps they're aiming to head from MK to the BoardWalk. There are also nefarious reasons that would explain someone desiring that transit.

Generally, except in the very rare cases mentioned above, Disney transportation has no link at all. It is free and open to everyone.

For your second question, lots of people park to shop at DTD, then catch a bus to your favorite resort to eat, relax, or meet friends.
