I am a rule follower...better safe than sorry. That said, at last Sunday's party I definitely saw adults in floor length capes and a kid in a full face mask.

I velcroed my cape and let it down for pictures, but it was such a hassle to put it back up, I left it down. I'm a rule follower, so if a CM had asked me to fix it, I would have in a second, but all they did was compliment my costume and call me Your Majesty (I was the evil queen).

Officially, the policy is nothing below the waist. Practically, I've seen many longer.

If you are worried, build in a way to bustle it (look up Elsa's dress in Friendship Faire, it's bustled for the final song)

This. We were there at the first party, and about the only rule that was enforced was masks. I saw lots of people in full-length princess dresses that were on the ground, some even with what looked like hoop skirts. I also saw capes and cloaks of all lengths. I took a few pictures of some of the outfits I saw. Frankly, I was surprised. If Disney is going to go out of their way to make explicit rules, they should enforce those rules. I specifically wore a short dress and not a full length one, as I didn't want to run afoul of the rules. Turns out, it probably wouldn't have mattered.

I've seen some how did you get that past security costumes at the parties.. capes I can't recall if I saw any that were longer though.

Surely the cape thing is also partially that a waist length cape is a less likely to get stuck in ride mechanisms, snagged during rides, etc, etc. I'm going overboard to make sure my costume isn't over the top but still recognizable and falls within the rules.

But the rule is for adults only. If it's a safety hazard for adults, how is it not a safety hazard for kids?

As I suspected, Disney put a rule on the books that seems to apply only to the people who decide to follow it.

Here's one of the pictures I took as we were leaving at the end of the night. I saw many other costumes like this throughout the evening. Sorry for the poor quality, but it gives you an idea of what was allowed in, at least on the first night.

We entered the park on our party day in the morning and put our costumes in a locker, and changed later. We saw a few long capes, face paintings, etc. I really didn't see the rules being strongly enforced.

Hogwarts characters in full robes
Superman and batman in floor length capes
Elsa's and others with floor length overcoats and the like (including a guy dressed as Elsa in a store bought custom with fully attached, floor length, dragging)
A guy in black face
