Milkshakes = NA Beverage or Dessert?

I am wondering specifically about Sci-Fi Drive-In, but if anyone can list any other places and how they decide this I would appreciate it.

For adults milkshakes and smoothies are included. It was hit or miss for children though. For some reason it wasn't included at the Plaza as a children's drink, BUT what we did was have it as one of our adult desserts.

Bottomless milkshakes at Whispering Canyon were included

WCC offers the bottomless milkshake as a beverage option, and last summer, DS got the PB & J milkshake as a dessert option on DDP.

I've had it both ways.

I had lunch at the food court at POR...had a milkshake for my drink and a three scoop sundae for my dessert!!!

Ice cream was had by all five in the family.
