and they do need to be bought on base OR through SHADES OF GREEN. if you search and proved your proof of military service they can email you vouchers same as on base rec center.

I know of 2 friends who bought their military salute tickets at the DL ticket booths. When you buy before your trip they give you a paper voucher which you take directly to DL or DCA entrance (not a ticket booth). They scan the bar code and then give you a regular ticket. They can ask you again to show military ID. I believe that is what the OP experienced.
