I heard that military members can sign up to raise or lower the flag on Main Street, where would one sign up? Can it be done in advance by phone to suprise some one?

You're probably thinking about the "Flag Retreat" ceremony. You can sign up by visiting City Hall in the morning. No phone reservations. Also note that you won't actually do the lowering of the flag, just be part of the reviewing party.

They've changed it recently because of the military discounts they were getting a lot of requests. So it's still a good idea to ask but know that CM's are apparently watching ticket use at the entry gates and often selecting people at random that are using the armed forces salute or other military discount tickets.
