If Memory Maker is purchased at the advance purchase price, any photos taken within 3 days of the date Memory Maker is purchased are not included and must be purchased separately.

It means that if you buy the MM at the reduced price that you have to do so 3 days prior to having pictures taken. If you buy it less than 3 days before having pictures taken, you will still be able to access those pictures through PP, but they will not be included in your downloads with MM and will have to be purchased separately.
