A company in which people with little (if any) talent and skill are dominant and highly influential.

Man oh man. Do you ever wonder how some people get to be the boss? Is it being in the right place at the right time? Knowing the right person? Kissing the right you know what?
 
I saw a lot of that, when I was an auditor. By the same token, I've seen a lot of people with lots of discipline-specific talent and skill put into position of dominence and influence, from which they could seek to apply their narrow expertise to managing a business, a task for which they often had no especial gifts. The job of a "boss" often has very little to do with knowing how to do what the people working for you do; often the primary skill of someone talented in being a "boss" is knowing how to determine the correct people on whom to depend for subject-matter expertise, while you focus on the job of managing and achieving the goals of the business.

Well, that ^ and being the only one left squatting in the same place longer than anyone else. Most of the truly bad bosses I've ever had the displeasure of working with were people who should never have become boss but it either seemed like the next logical promotion so the company did it (similar to promoting pupils who haven't mastered the material but no one wants them to be separated from their peer group), or they knew someone higher up who promoted them.

in civil service it often came down to a combo of the above but moreso-time on the job.

when the only way you get to interview for a supervisory position is if you are in the top 5 on a list of what can be hundreds what you score on the exam (oral/written/combo of both) to get on that list makes all the difference in the world. since your ranking can be determined by a quarter of a point, every point advantage counts. which means if you've been with the agency long enough you can count on 5 additional points of service credit getting added to score. then, if you've been around long enough and take the test a couple of times you figure out the questions are always the same-just reworded, so that can be advantageous.

right place/right time-having the time on the job to meet the m.q.'s (did'nt count experience outside the agency), having enough time to get max bonus points.

knowing the right person to kiss up to-getting them to keep that coveted job unfilled until you were reachable on the list (or-making it a non permanant position which anyone on the list could interview for, so you could get hired and just sit on your butt in until you were reachable on the list where upon it miraculosly became a permanant position that you interviewed for and were hired into-i saw vacant positions manipulated this way for years with kiss up slug supervisors who barely managed to pass the test let alone ever become reachable:mad::mad:).

The Peter Principle is the principle that "in a hierarchy every employee tends to rise to their level of incompetence"

Other then the Agency Dilemma it is the thing I have witness the most in the business world.
