Matsu No Ma Lounge in Japan...is it above Teppan Edo?

DH & I are having dinner @ Teppan Edo , and would like to head to the lounge afterwards for a cocktail.

Also, can you see Illuminations from up there?

It closed in 2007 & there is no longer a bar at all that I know of there. You can see Illuminations from some seats at Tokyo Dining or the porch outside.
