This is incorrect. The FAA requires spare batteries, battery packs, e-cigs and vaping devices to be brought in the cabin under the control of the passenger. Batteries installed in devices are allowed to be in checked bags. It is recommended they go in the cabin but it is not required. I know many people that have checked bags containing laptops, phones, tablets. It is possible that individual airlines have other policies, but I'm not aware of any airlines that have such a policy.
