We went over Mardi Gras in 2013 and didn't see any events. We stayed at Pop though and not POFQ. But, we did see lots of folks from our home town (Mobile, AL) and New Orleans! We're going over Mardi Gras again this year. It's the perfect mix of kids out of school & nice weather/crowds.
Universal also has a special New Orleans influenced food court. I also thought they had special bands come in to perform. This is what we saw in mid-March this year. So, I think they have special stuff for a while, even after Mardi Gras.
Wow, I thought Universal's Mardi Gras was awesome. As soniam posted, there is New Orleans-inspired food, music on small stages, a great parade with amazing floats, and free concerts in the park every Saturday from early February to mid-April. Here was the 2015 concert lineup:
