Making the Olaf short into a made to video short

After removing it from the front of the Coco movie, they should release it as a made to video movie since it is long enough or combine it with other shorts?

Well, actually, it was originally designed to be a TV special, henct it's perfect 22 minute run time to allot for commercials. I actually just read that it will be airing on ABC next week.
