making a reservation

I was planning to treat my son and 3 friends ages 18-20 to a weekend so they could attend halloween horror nights but the resort age policy says must be 21 to make a reservation. Does this mean I could make the reservation for them and they could check in with out being 21 or do they have to be 21 to check in?
