Okay, they either moved it or there are 2 of them. I took the same picture in Dec 09 as Steamboat 209 with the poinsettias in the background and it is just to the right of City Hall. You can see some of the building in the background:

I think they have to move it when they put the Christmas Tree up front. Then it goes back in January.
