No. Not if you only purchase the ticket.
The only way to get magic bands are to book an onsite room reservation, have an annual pass, or to buy the magic bands. I don't think there is any place to buy them outside of WDW property. You can't order them online.
The ticket can be linked to your MDX account and then any magic band assigned to you can access that ticket.
