If you are staying onsite, you can customize them and order them on MDE. Disney will ship them to you ahead of your stay. There is no charge for onsite customers.

If you are staying offsite, you will need to purchase them at guest relations in Disney World. Personally, I don't think that they are worth the $13 price tag for offsite customers.

In the parks last week you can buy magic bands at all the large stores - there are whole walls in the big stores devoted to magic bands and accessories. You couldn't miss them if you tried. I don't think I'd pay $13 ppn for them unless I knew I'd be getting a couple of trips out of them. I never saw anyone looking at or buying them all week.
