Where can I find Donald, plain old Donald... not circus Donald, summer fun Donald, Donald as a chef, Mexican Donald I know he's also at Tusker but I think that's Safari Donald.

Is he back there?

They removed him when the refurbished that area. At that time, there was no place to meet regular old Donald Duck.

ETA: according to Kenny the Pirate, Donald randomly appears at Epcot (not at Character Spot though) in his regular costume.

I know you wanted non-costume Donald, but just FYI: low-wait Sombrero Donald is at Mexico pavilion, Epcot. I have never understood why there is rarely any line for him!

We were there in March, and it was Mickey, Minnie and, Goofy. Unfortunately, no Donald.

We found the best place to meet him was at Animal Kingdom. It is Safari Donald, but the wait was about 5 minutes.

Regrettably, "plain old" Donald (in his sailor suit) has not appeared in WDW on a regular basis since the old Epcot Character Spot was eliminated.
