Luggage arrival timing question

The website says that luggage should get to our room within three hours of arrival. Does that mean when the plane arrives in Orlando airport or when we arrive at the hotel?

Last November 8, I arrived at CBR at 8PM and my luggage was delivered after midnight. Not the usual time frame but it happens.

Our flight landed at 8 PM and our luggage arrived at 2 AM.
